The controversial rule dates back to years ago, going as far as the 1870s. But a closer look down memory lane showed how even stricter rules came into play during the period of 1970 to 1980. This was done in an effort to crackdown on incidents that related to bullying as well as school-related violence too. But despite the fact that school crimes fell, over the years, the rules stayed in place and failed to be abolished.
